Nepal army chief signaled they may not accept all maoist rebels as national security forces


As Nepal’s uncertainty continues with so many debates, differences between parties, a written constitution to be written within the time frame set earlier, Nepal army now clearly refuses to integrate moist rebels to the national army as political parties are in due process to reach an agreement. Nepal Army chief General Chatraman Singh Gurung has refused en masses integration of former Maoist rebels into the army saying it could affect organizational unity and even lead to the country’s disintegration.

Gurung expressed these views in a meeting with UN Under-Secretary General for Political Affairs B. Lynn Pascoe in Kathmandu on Friday when the latter asked him on how many former rebels could be integrated into the army.

A statement issued by Directorate of Public Relations of Nepal Army quoted Gurung as stating that only those former Maoist combatants who meet the criteria for recruitment can be accommodated in the army.

The Army Chief told Pascoe that since the former rebels are “politically indoctrinated” it would pose problems to integrate them in bulk into the “disciplined, professional, competitive and apolitical” Nepal Army.

While the Unified Maoists’ Party leaders threaten their detractors to make their fate similar to Nepal’s last Monarch Gyanendra Shah for not accepting their demands, there are some leaders who even claim that the Maoists’ Party was the brainchild of the former Royalties and it was taking on the course traced by the Former King(s).

“I see no difference between Former King Gyanendra and Prachanda”, commented Mr. Narayan man Bijukche Rohit, the chairman of the Nepal Majdoor Kisan Party. (Nepal workers party)

Mr. Rohit was addressing a program organized by his party in Gaur of Rautahat District, November 11, 2009.

Mr. Rohit who is always considered as someone who have had close relations with Nepal’s Former King Gyanendra Shah, surprisingly claimed that Prachanda’s avowals are in some way or the other very similar to the now sidelined King.

“He is adopting the same path traced by King Gyanendra to grab power”, claimed Bijukche.
One of the senior leaders of the Nepali Congress Party, Ram Chandra Poudel has repeatedly claimed that the Unified Maoists Party was the brainchild of Gyanendra Shah and Prachanda a follower of Late King Mahendra Bir Bikram Shah.

United Nations Mission in Nepal has expressed its dissatisfaction over the progress in Nepal’s peace process. Presenting UN Secretary General Ban Ki-moon’s latest mid-term report on Nepal’s peace process, UNMIN chief Karin Landgren told the UN Security Council Friday, the peace process in Nepal faced a protracted deadlock with added risk of confrontation and violence.

The impasse that emerged following the events of May – when the President revoked the Army Chief’s dismissal, and consequently the UCPN (Maoist) stepped down from the Government – remains unresolved, Landgren reported.

“Despite continuing efforts, the level of trust among the major parties has continued to dwindle,” she stated.

Citing recent clashes between the youth wings of Unified CPN (Maoist) and CPN (UML) in some eastern districts including Dhankuta and Bhojpur, Landgren said, in the current climate, these protest actions carry a significant risk of confrontation and violence.

There is an urgent need to de-escalate the tensions and to find a framework for taking the peace process forward, she added.

Landgren also accused Nepal’s political parties of not being consistent with the commitments expressed in the peace agreements.

The dissatisfaction expressed by UNSG’s top envoy in Nepal less than three months before UNMIN’s term ends in January has raised questions on UNMIN’s future.
